How do I get a better internet connection speeds (overall)?

I am a torrent user and play online with halo 3 and rock band along with surfing the web. But I am having trouble with connection speeds lately.(yes i do know that using one of these simultaneously with another will hurt speeds and i don't do that) I have a DSL connection and the most i have seen it download is around 200-150 kb/s at speedtest.net it says download speeds are 1317 Kb/s with upload speeds being 150 Kb/s.but when I download torrents it trickles in at 5kb/s thats like dialup speeds! and when I play in halo my connection speeds always drop into the red.IS there a way to remedy these problems or can I call my ISP and ask if they can hook me up with a faster connection?
