Why is French not allowed in Yahoo Answers Canada?

I precise I am not Canadian, either French or English. I could understand questions in French being redirect to some Francophone resource, or a separate start page, or whatever technicality you may invent. But forbidden, really forbidden? Like in Verboten? Is it even legal?
